The course examines the role which the Security Council plays within the broader international legal system by focusing on the incidence that this has had on issues of responsibility under international law. It revisits the Security Council’s coercive measures under Chapter VII of the UN Charter through the prism of three areas of international responsibility, looking at the relationship between State Responsibility and Security Council sanctions; the relevance of Chapter VII mechanisms to the development and institutionalization of individual criminal responsibility; and the accountability of the Security Council within the developing framework of Responsibility of International Organizations.
