In January 1989 the third follow-up meeting of the Conference on Security and Co-operation in Europe (CSCE) in Vienna adopted an extensive Concluding Document.

This document is the most substantive and far-reaching CSCE agreement since the signing of the Final Act of Helsinki in 1975. Major progress was achieved, in particular, in the field of the `human dimension of the CSCE' (human rights and humanitarian issues). The positive development of the CSCE Process has been further stimulated by the revolutionary developments in Eastern Europe.

This collection of studies aims at a thoroughgoing analysis of the results of the Vienna Meeting in the field of the human dimension and looks ahead to the Moscow meeting of the Conference on the Human Dimension of the CSCE in October 1991. The results of specialized CSCE conferences in 1989 and 1990 are also taken into account.

This book contains a number of studies dealing with the human dimension of the CSCE in general, as well as a number of case studies. It continues the analysis begun in the well-received Essays on Human Rights in the Helsinki Process, by the same editors (MNP, 1985).
