Makoto Iokibe, Ph.D. is Chancellor, Prefectural University of Kumamoto and President of the Hyogo Earthquake Memorial 21st Century Research Institute. He is also Professor Emeritus of Japanese political and diplomatic history, Kobe University and Former President, National Defense Academy of Japan.

Tosh Minohara, Ph.D. is Professor of US-Japan Relations at the Graduate School of Law, Kobe University, Japan, and holds a joint appointment with the Graduate School of International Cooperation Studies. He has published many monographs, articles and reviews on prewar US-Japan relations and Japanese diplomacy, including (2002), which was awarded the 2003 Japanese Association for American Studies Shimizu Hiroshi Prize and (2016).
