Harwood Kc, Richard
Richard Harwood is a planning, environment and public law KC at 39 Essex Chambers. He was awarded Junior of the Year for Environmental and Planning Law at the 2011 Chamber Bar Awards and appointed Queen's Counsel in 2013. In 2014 he was awarded an OBE for services to planning and environment law decision making.

He is a member of the Planning Minister's Local Plans Expert Group and a case editor of the Journal of Planning and Environment Law.

Richard Harwood KC is a planning, environment and public law silk at 39 Essex Chambers. He was appointed Queen's Counsel in 2013 and awarded an OBE for services to planning and environment law decision making in 2014. Richard is the author of Bloomsbury Professional's Planning Enforcement and Planning Permission and other books. In 2015 he was appointed by the Minister for Housing and Planning as the sole lawyer on the Local Plans Expert Group.

Victoria Hutton is a planning, environment and public law barrister at 39 Essex Chambers. She has consistently been voted as one of the top planning barristers (under-35 category) in the country. She has gained considerable experience of strategic planning with particular expertise in the context of local plan examinations and the formation of/challenges to neighborhood plans.
