Volume XXXII of The Italian Yearbook of International Law opens with a symposium on international law and the European Union, which features contributions on: i) the European security architecture; ii) the reception and enforcement of international law in the EU legal order; iii) treaty interpretation in the EU; iv) EU’s practice regarding sanctions and collective countermeasures; v) the EU’s rule of law crisis under the prism of general international law; vi) EU autonomy and international investment law. There follows a focus section on the implications of the war in Ukraine for the international legal order, having particular regard to i) the United Nations system of collective security; ii) the non-recognition of the self-proclaimed republics in the Donbass; iii) jus in bello and human rights law; iv) the law of neutrality; v) international criminal justice; vi) international refugee and migration law. The Volume further contains timely contributions on the 2022 “environmental reform” of the Italian Constitution; the principle of non-refoulement in the Vos Thalassa decision; the Court of Cassation’s take on the international effects of the Brazilian “Great Naturalization”; the Constitutional Court’s decision on children’s surnames from a human rights perspective; Italian legislation covering the COVID-19 pandemic. As in every volume the following sections, each containing a wealth of scholarly contributions and reference materials, are included: Practice of International Courts and Tribunals and Italian Practice Relating to International Law. The remaining part of the Volume contains a bibliographical index of Italian international law scholarship published in 2022, a book review section, and an analytical index.
